静岡県沼津土木事務所は、静浦漁港における釣り禁止について案内しています。県によると、釣り人による漁港内への駐車、ゴミの不法投棄、漁業資材の破損が発生し、漁業活動に支障が生じています。
県の案内では、漁港道路・防波堤・物揚場などの漁港施設内で、釣りや一般の方の車両の駐車を禁止しています。また、漁業活動以外の目的で漁港内に入らないよう求めています。

私もカゴ釣りを楽しむ一人として、こうした事態は非常に残念です。一方で、漁港は漁業関係者が仕事をする場所であり人々の生活を支えている事を忘れてはいけないと痛感します。静浦漁港には釣りを目的として立ち入らず、漁業活動の妨げになる行動をしない事を釣り人自らが振り返り、できる事を行っていくしかありません。公式ページが掲載している迷惑駐車の写真の状況は、【釣り人が自分たちの今の事しか考えていない行動】の現れと受け取られて何ら見解の余地もない行為です。
ほかの釣り場でも、出かける前にWebサイトでの状況確認・現地の表示を確かめ、駐車場所や立入区域のルールを守りましょう。釣り糸、針、餌の袋などは持ち帰り、漁船や漁具、周囲で作業する方に配慮しましょう。

静浦堤防・静浦漁港で釣りはできる？
静岡県の案内では、静浦漁港の漁港道路・防波堤・物揚場など、漁港施設内での釣りは禁止です。現地に釣り人がいることを、釣りが許可されている根拠にはできません。
カゴ釣り・両軸遠投カゴ釣りなら釣れる？
釣法による例外は公式案内に記載されていません。静浦堤防でのカゴ釣り、両軸遠投カゴ釣り（両軸遠投籠釣り）も行わないでください。
静浦漁港・静浦堤防に釣り人用の駐車場はある？
県は漁港施設内で一般の方が車両を駐車することを禁止し、漁業活動以外の目的で漁港内に入らないよう求めています。漁港内に駐車して釣りをすることはできません。漁港外の駐車場所について、この案内から利用可能と判断することもできません。

Fishing is prohibited within the facilities of Shizuura Fishing Port.
The Numazu Public Works Office of Shizuoka Prefecture has issued a notice prohibiting fishing at Shizuura Fishing Port. According to the prefecture, vehicles parked inside the port by anglers, illegal dumping of rubbish, and damage to fishing equipment have disrupted fishing operations.
The notice states that fishing and parking by members of the public are prohibited within port facilities, including port roads, breakwaters, and landing areas. It also asks people not to enter the port for purposes unrelated to fishing operations.

As someone who enjoys kago fishing, I find this situation deeply disappointing. At the same time, it reminds me that a fishing port is a workplace for people in the fishing industry and supports their livelihoods. We anglers need to reflect on our own actions: we must not enter Shizuura Fishing Port to fish or do anything that interferes with fishing operations. The photograph of obstructive parking on the official page can understandably be seen as showing people thinking only about their own immediate convenience. I see no justification for parking in that way.
At other fishing locations, please check official websites and signs on site before visiting. Follow the rules on parking and restricted areas. Take home fishing line, hooks, bait packaging, and other rubbish, and be considerate of fishing vessels, equipment, and people working nearby.
